Sabel Systems worked with a mid-market manufacturer of world-class forklift and material handling equipment to implement an Internet of Things (IoT) Big Data solution. This manufacturer designs and manufactures the majority of its lift truck components, including key parts like motors, drive units, and electronic modules.

The client had a need to move from a customer-site hosted solution to a software-as-a-service (SaaS) solution, enabling flexibility and agility to their material handling equipment management operations. In order to perform this transition, the client needed expert, dedicated solution architects and IT consultants to design an implementation strategy and plan from start to finish in order to accomplish the transition to the SaaS solution. The effort also included expanding its scope from 5,000 connected assets to 75,000 connected assets. Sabel Systems provided the solution architecture expertise.

Sabel Systems developed a roadmap, solution architecture, and business plan for a fleet, operator, and service analytics solution. Sabel Systems consultants first initiated the solution by advising company leadership and identifying the following key solution activities: 1) establishing a common vision across Engineering, Services, Sales, Technical Publications, IT and Third-party Dealers and 2) performing a competitive assessment of other solutions in the marketplace (capabilities, pricing, sales model, customers, software OEMs).

Sabel Systems then defined an Integration Strategy which comprised of:

  • On-board health monitoring and diagnostics solution
  • Mobile Service Aids
  • Internal Enterprise Resource Planning & PLM solutions
  • Customer Business Systems
  • Technical Publications Content Management and Distribution

Upon delivering the Integration Strategy, Sabel Systems established a product evolution strategy for the analytics and mapped it back to the data requirements, sources, and SOA integration/end-points. Key features included:

  • Gaming model to improve operator and service technician performance and safety. We developed a concept paper for visualization and analytics to optimize routing and inventory placement
  • Forecasting the on-board wireless, internet firewall, data integration, database, and analytics throughput, storage, and capacity planning
  • Creating a data archiving, continuity, and recovery strategy and supporting architecture for the end-to-end solution
  • Identifying a security and identity management strategy for protecting the bi-directional communications between the assets and the solution as well as customer and corporate access

Sabel Systems also produced the following Product Development Activities:

  • Assessment of as-is software and hardware and identified capability gaps (network, hardware, software, middleware)
  • For the capability fits, engaged the current vendors and IT teams to assess if the products or environments would/could scale
  • Facilitated product evaluation criteria sessions with the groups mentioned above, based on initial recommendations
  • Performed or directed market research and technical assessments on an extensive list of proprietary and open source vendors (big data and traditional) to fill the gaps

Sabel Systems also built a lifecycle cost estimate (LCCE) and designed implementation plan activities:

  • Developed a staffing and Agile implementation forecast to establish a 2-year project budget
  • Performed a hosting strategy analysis for commercial cloud, private cloud, or hybrid and facilitated a leadership decision
  • Refinement of the business case, selling points, pricing model, and revenue projections with the Product Manager and Service Executive
  • Facilitated Agile Scrum & Sprint Commitment sessions
  • Created data management models for files and relational databases
  • Master data, quality, and integration of data sources
  • Development of the pilot architecture and solutions
  • Identified training needs and strategic hires for client transition
  • Facilitated the transition from a contractor supported solution to client supported

Sabel Systems consultants provided the roadmap, implementation plan and strategy enabling our client to begin transitioning IT operations from a customer-focused, site-hosted solution to a more agile and cost-effective SaaS solution.

Over the last five (5) years, Sabel Systems has become a trusted resource and vital partner in fostering USG relationships abroad. In support of USG security interests, Sabel Systems provides Program & Financial Management, Process Improvement and Training Support for International Programs. We have developed a multitude of skills and a specialized knowledge base by supporting International Affairs across the Defense Security Cooperation Agency including Comptroller International Programs, Comptroller Department of Defense (DoD) Programs, Financial Policy & Analysis (FPA) and Security Assistance & Equipping (SA&E) Directorates.
Sabel Systems has developed tools for managing a diversified portfolio of International Programs financed by various sources including an international partner’s national funds (FMS), DoD appropriated funding (Building Partner Capacity (BPC), Foreign Military Financing (FMF) Programs, or more specialized funding programs such as Dependable Undertaking and Leasing programs. Specific successes include:

  • Overseas Security Assistance (SA) Visits: On behalf of the Chief, US Liaison Office and Senior Defense Official/Defense Attaché American Embassy, Abu Dhabi, reviewed cost and service parities provided by the Diplomatic Support Division (DSD) against those provided by the International Cooperative Administrative Support Services (ICASS) Contract. Investigations were requested to identify viable low cost alternatives for administrative support to diplomatic consular posts overseas.
  • FMS Case Life-cycle: Management and financial reconciliation of DSCA Managed Cases for the Office of Military Cooperation – Kuwait, and Taiwan. Sabel Systems also leads a “Tiger Team” established to work in close conjunction with the OPM – Saudi Arabia National Guard (SANG) to reconcile and close logistically complete SANG Cases.
  • Process Improvement: In Coordination with the Foreign Procurement Group, an organization of representatives at 17 foreign embassies in Washington D.C., Sabel Systems addresses challenges facing the SA Community, and develops solutions addressing our Partner Nations’ top priorities for FMS Program improvement.
  • International Program Reviews: Support to Kuwait and Lebanon Financial Management Reviews, and CENTCOM Program Management Reviews.
  • DoD Funded International Program/Financial Management: BPC Program Management including Ministry of Defense Advisors, 2282, Counterterrorism Partnerships Fund, 1206, Maritime Security Initiative/South China Sea Initiative and Global Security Contingency Fund portfolios.
  • SA Community Training: Development of courseware and facilitation of courses for the financial community responsible for International Affairs and SA.
  • Development of briefings, point papers, & memorandums for the record signed by senior DoD Officials and used in correspondence with Foreign Military Leadership and International Dignitaries across every Combatant Command (COCOM).
  • Sabel Systems Team members have previous experience managing complex international programs across the world and have hosted multi-nation OCONUS conferences on politically sensitive issues. Technical skills and an understanding of International law and USG regulation, coupled with an understanding of culture and social awareness are key elements to our demonstrated success in International Affairs.

In 2016, Sabel Systems developed the capability to utilize the information stored in Explosives Detection System (EDS) Field Data Reporting System (FDRS) reports to provide operational reporting and metrics for the entire Transportation Security Administration (TSA) EDS fleet. Sabel Systems team members have previous experience with EDS manufacturers and are keenly aware of the abundant analysis possibilities provided by FDRS data. Sabel Systems worked with TSA’s Operations Improvement Branch to deliver this business intelligence capability using TSA’s own Security Technology Integrated Program (STIP). STIP is an agency-wide Enterprise Management System that provides a centralized focal point connecting passenger and baggage screening security technologies to one network. Sabel designed a database schema to optimize performance and built a reporting framework using the IBM Cognos platform.

The operational reporting tool is capable of delivering analyses and reports such as:

  • Tracking the operational impact of deploying new detection algorithms and a breakdown of the threat types identified by the EDS machines to help inform the opportunity and expected results of proposed Concept of Operations (CONOPS) changes.
  • Performing monthly evaluation of On Screen Resolution (OSR) operator performance nationwide.
  • Providing a true understanding of operational capability by delivering EDS alarm rate, OSR clear rate, and throughput analyses at the airport, bag zone, EDS model and individual machine level.
  • Evaluating completeness and validation of the raw reports delivered by the EDS original equipment manufacturers (OEMs).

The tool provides data management and data analytics in a user-friendly web-based platform and allows TSA’s own designated personnel to create and run reports as needed. Sabel Systems is also integrating data from multiple TSA data sources such as Contract Status Accounting Report (CSAR) and Government Property Management (GPM) to provide a comprehensive view of the EDS install base. Future development plans include adding information from the Performance Information Management System (PIMS) and Enhanced Staffing Model (ESM) to provide enhanced multi-variable analytics.

The tool also provides graphical reporting of operational performance characteristics as well as dashboarding of specific data elements and can be completely customized to meet the user’s needs.
